He wants to transfer his CDL to his new location and is running into a problem with Massachusetts DMV; they are apparently asking about log books from Puerto Rico, but since the place is so small, it can be driven in less than 3 hours and log books are not used.

My thinking is that he should be able to get a school in Massachusetts that can cover log books and some driving skills so he can transfer his license with a modified form of a test for knowledge and skills.
